Kyle Simon is HCAF's Senior Director of Policy, Advocacy & Communications. His background encompasses nearly two decades of experience in health policy, advocacy, and politics. He has collaborated with federal and state policymakers on legislative and regulatory issues concerning Medicare, Medicaid, and prescription drugs. Moreover, he has provided support to members of Congress, managed a statewide political organization representing the President of the United States, and held leadership positions in various political campaigns. Additionally, he has served as an Adjunct Professor at Valencia College since 2012.

Kyle holds a Master of Science degree in Applied American Politics and Policy, as well as a Bachelor of Science degree in Political Science from Florida State University.

In her role as Vice President of Accreditation, Kimberly's more than 30 years of clinical and operations experience and deep understanding of regulatory compliance, risk management, and survey readiness will enable her to effectively guide and support providers in the home health and hospice industry as they navigate the complex accreditation process. She serves as a valuable liaison for providers, fostering collaboration and communication with federal and state regulatory agencies to address industry challenges.

Kimberly is dedicated to education and providing comprehensive plan of correction follow-up support, empowering providers to enhance their service quality and adhere to the latest industry standards. Her work at CHAP contributes to the overall improvement of home health and hospice care, ensuring that providers consistently deliver the highest quality care to patients and their families.

She previously served on the Regulatory Committee of the former National Hospice & Palliative Care Organization (NHPCO) and the Hospice Quality Committee for the former National Association for Home Care and Hospice (NAHC), and is a member of the Connecticut Association for Healthcare at Home, where she previously served as the Vice President of Clinical & Regulatory Services.

Kimberly holds an Association of Home Care Coding & Compliance (AHCC) Home Care Coding Specialist (HCS-D) certification and a Certificate for OASIS Specialist – Clinical (COS-C). She earned her Bachelor of Science in Nursing from Southern Connecticut State University and her Master of Science in Nursing Administration from the University of Connecticut, where she has also served as adjunct faculty for the School of Nursing.

Kimberly R. Smoak, MSH, QIDP, has been with the Agency for Health Care Administration (AHCA) since August 1995. She is the Deputy Secretary of the Division of Health Quality Assurance. The Division licenses and/or certifies and regulates 40 different providers, including hospitals, nursing homes, assisted living facilities, and home health agencies. Smoak is also the State Survey Agency Director for the State of Florida. She holds a Master of Science in Health with an emphasis in Aging Studies and is also a Qualified Intellectual Disability Professional (QIDP). In 2009 and 2017, she received Survey & Certification Achievement Awards, presented by the Centers for Medicare & Medicaid Services (CMS) for her work in survey and certification.

Sharon Sykes, MSW, M.ED, LCSW, CDP, CCM, is a Licensed Clinical Social Worker (LCSW), Certified Dementia Practitioner (CDP), and a National Certified Case Manager (CCM) with over 21 years of experience in a variety of mental health, behavioral health, and health care settings. Sharon is currently serving Sunshine Health as a Long-Term Care Senior Clinical Provider Trainer. In this role, Sharon offers weekly trainings to long-term care providers and community partners on a variety of clinical topics including topics related to behavioral health, long-term care, and integrated care. Sharon earned a Bachelor of Science in Social Psychology, a Master of Education in Adult Education, and a Master of Science in Social Work.

Josh Vaughn, Esq., is an employment defense litigator. He regularly advises, represents, and defends home and health care employers, start-ups, and third-party staffing companies in state and federal courts throughout the United States.

Josh has significant experience defending against claims for overtime (exemption misclassification, off-the-clock, overtime rate calculation), misclassification of independent contractors, minimum wage, meal and rest breaks, “suitable seats,” reporting time and split shifts, expense reimbursements, and waiting-time penalties.

Josh also counsels and defends home care agencies on the unique pre-employment, ongoing employment, and end-of-employment issues.
